Since 2015, the Kyrgyz Republic has adopted biometric voter identification based upon the state register of the population. For the first time, in the October 2017 presidential election, over 5,000 Elyctis ID BOX One readers were used in all voting stations across the country to verify the identity of voters.

“The electoral system of the Kyrgyz Republic has become a unique model for the countries of the Central Asian Region, ensuring indisputable enforcement of the right for free expression of the voters’ will. To achieve this objective, voter identification is instrumental in ensuring the fairness of the voting conditions,” says Mr. Dastan Dogoev, Chairman, Kyrgyz Republic Registration Service.

The Elyctis electronic-optical reader ID BOX One automatically reads data from personal identity documents ensuring voter identification, as a step in the voting process. During the 2017 election, the Elyctis ID BOX One was used to read data from the MRZ (Machine Readable Zone) from the ID document presented by the voter and to check these data against the voter register biometric database. Thanks to the reading accuracy provided by the Elyctis ID BOX One, voter identity verification was fast and efficient, avoiding any mistake that could have come from manual data input, making the voting process faster and allowing for a smoother operation of voting stations.

In order to bring additional flexibility to voters, they can use any document that contains an MRZ, for example, 2014 ID cards, 2017 ID cards (e-ID), a regular passport, official passport, or diplomatic passport.

As the ID BOX One is also able to read the chips included in ePassports and new eID cards issued by the Kyrgyz authorities, the government is now considering further improving the system for future elections by including the reading of the biometric data contained in the chip in addition to the MRZ.

Elyctis ID BOX One brings versatility to application developers in order to adapt to all configurations of ID documents and all verification methods. The ID BOX One is equipped with an MRZ scanner, a contactless reader, two readers for contact ID1 format cards and a SAM (Security Access Module) allowing to perform offline strong authentication.
