HJP Consulting (HJP) with headquarters near Paderborn, Germany, is an internationally operating firm of IT consultants specialized in the planning, procurement and approval of smart card solutions with focus on e-identity and e-health applications.
The manufacturer-independent specialists at HJP supervise large-scale projects for introducing e-passports and eID systems at both the technical and strategic level. The firm’s consulting services encompass the areas of system architecture, software specification, tenders, quality and security management as well as project management.
In recent years, HJP has worked on the introduction of e-passport systems for the ministries of interior in the UAE, Sudan and the Sultanate of Oman.
On behalf of the German Federal Office for Information Security (BSI) and in collaboration with the International Standardization Organization (ISO), HJP took on the editorship of the ICAO Test Standards for e-passports as well as for inspection systems. On behalf of the ICAO, the internationally composed working group supports states with the introduction of machine-readable travel documents in accordance with ICAO standards.

Together with s-lab – Software Quality Lab of the University of Paderborn, HJP is developing MMASQ (Model-centric Methodology and Tool for Analysis, Specification and Qualification) to plan complex eID IT system architectures. The comprehensive model provides project teams and stakeholders with a virtual preview of the final solution and allows future decision making to be purely based on respective requirements.
